I always eat first and then after every two drinks I drink a bottle of water. It helps me pace myself and keeps me from getting too dehydrated.
If people are drinking alcohol, how can the rate of drinking be controlled?

Give them food. It makes them tired and absorbs the alcohol.

The only way to control this would be to be in a controlledenvironmentt.
A. being in or have a 2 drink service. ( you would still have illegal)
B. Creating a drug people would have to take that would not allow them to drink more than a set amount (you’d still have illegal)
C. Someone in a controlledenvironmentt (hospital) where they have no access to the outside world.
The point. If there is a will there is a way.
Education is the best form of attack against controlling anything because it is free will !
